Abstract

Earlier this year, the sixth session of the United Nations Environment Assembly (UNEA) was held in Nairobi, Kenya. UNEA-6 was centered on the global triple climate change crisis, nature and biodiversity loss, pollution and waste, and multilateralism to address them. Since 2014, the UNEA has discussed major environmental issues such as sustainable development, the atmosphere and marine environment, pollution and waste, and poverty. Climate change (warming) has been discussed since the late 1980s, but despite efforts such as the Paris Agreement, the 1.5°C threshold is expected to be exceeded as early as 2027. Biodiversity is another area where, despite the Aichi Targets, only six of the 60 targets are making progress, with the rest judged to be either unchanged or not on target. The discussion on plastics (pollution and waste), which has only recently been discussed for an international convention, has also not made much progress due to interests. Although the 5th Intergovernmental Negotiating Committee was held in Busan, South Korea in November 2024, no international agreement was reached. In addition to this, Korea has been discussing ways to respond to the IPCC 7th Assessment Cycle and its report and joining the TNFD Forum. It is believed that practical actions will be the key to solving the problem in the future, not just quantitative international consultations and enactment of provisions.

올해 초 케냐 나이로비에서 제6차 유엔환경총회(UN Environment Assembly, UNEA)가 개최되었다. UNEA-6는 기후변화, 자연과 생물다양성 손실, 오염과 폐기물의 전 지구적 삼중 위기와 이를 해결하기 위한 다자주의를 주요 안건으로 하였다. UNEA는 2014년부터 지금까지 지속가능발전, 대기해양환경, 오염 및 폐기물, 빈곤 등의 주요 환경 현안을 논의해왔다. 기후변화(온난화) 분야는 1980년대 후반부터 논의가 이루어져왔으나 파리협정 등의 노력에도 불구하고 빠르면 2027년에 1.5°C 임계값을 초과할 것으로 예상된다. 생물다양성 역시 아이치타겟의 제시에도 불구하고 60개 세부목표 중 6개만이 진전이 있는 것으로 나타났고 나머지는 변화가 없거나 목표가 달성되지 않은 것으로 판정되었다. 최근 들어서야 국제 협약 제정이 논의되고 있는 플라스틱 (오염 및 폐기물 분야)에 관한 논의 역시 이해관계로 인해 큰 진전이 없었으며 2024년 11월 대한민국 부산에서 5차 정부 간 협상위원회가 개최되었으나 국제 합의는 이루지 못하였다. 이 외에도 우리나라는 IPCC 제7차 평가주기 및 평가보고서 대응을 위한 방안 논의 및 TNFD 포럼에 가입하는 등의 대응을 하고 있으며 앞으로는 정량적인 국제적 협의 및 조항 제정뿐만 아니라 실제적인 행동이 문제 해결의 핵심이 될 것으로 판단된다.
