The primary objective of the Disaster Impact Assessment System is to mitigate disaster-causing factors resulting from flood runoff and soil erosion during development activities. Among these, the installation of flood runoff mitigation facilities is particularly significant, as it aims to prevent large-scale flood damage caused by development. To accurately estimate flood runoff, a preliminary analysis and application of Hydrologic Soil Groups (HSGs) is essential. This process is critical in ensuring the installation of appropriately sized mitigation facilities, thereby reducing the risk of flooding. However, discrepancies often arise between the detailed soil maps used as basic reference data for HSG classification and the actual soil types and distribution characteristics within a given development site. These inconsistencies can result in inaccurate flood runoff estimations. Therefore, this study calculates flood runoff volumes using HSG classifications based on both the detailed soil maps provided by the National Institute of Agricultural Sciences and the actual soil characteristics observed within the project area. The resulting runoff volumes before and after development are then compared and analyzed to evaluate the effectiveness of flood mitigation measures. It has been confirmed that flood discharge estimates vary significantly depending on the Hydrologic Soil Group (HSG). In order to accurately estimate flood discharge within Jeju Island, it is deemed necessary to continue research on the reclassification and refinement of HSG data.
