Disaster Prevention System of Urban Parks Hierarchy in Tokyo-do, Japan

일본 도쿄도 도시공원의 위계에 따른 방재시스템

Abstract

This study recognized the role of urban parks as safe evacuation spaces for urban residents' disasters. It also analyzed Japan's Tokyo Metropolitan City Parks known to be experiencing similar natural environments and disasters adjacent to Korea. According to the hierarchy of urban parks, Tokyo operated by dividing the space, facilities, and operations of metropolitan parks, neighborhood parks, and small parks in charge of disaster prevention functions. Only discussions and guidelines for disaster prevention have been presented so far in Korea without creating a park as a city-based safety system. Through systematic creation of urban disaster prevention parks in Tokyo and empirical analysis of the operating system, an implementation plan was proposed.

본 연구는 도시민의 재해에 대비한 안전한 대피공간으로서 도시공원의 역할을 인식하고, 우리나라와 인접해 유사한 환경과 재해를 겪고있는 일본의 도쿄도 도시공원들을 사례로 분석하였다. 도쿄도는 도시공원의 위계에 따라 광역권 공원, 근린공원, 소공원으로 방재 기능을 담당하는 공간과 시설, 운영에 대한 역할과 시스템을 구분하여 작동시키고 있었다. 우리나라는 아직까지 방재에 대한 논의와 가이드라인만 제시된 반면, 도시 기반의 안전시스템으로서 공원을 조성하지 않고있다. 도쿄도 내 도시방재공원들의 체계적인 조성과 운영시스템에 대한 실증적 분석을 통해 실행방안을 제안하였다.
